City council to issue new debt

The Robstown City Council is moving forward with a plan to refinance existing bond debt and pass additional certificates of obligation to fund more than $6.5 million in projects and purchases for the city.
In a Nov. 10 meeting, the council passed a resolution authorizing a notice of intent to issue certificates of obligation to fund six separate items.
Those items include more than $4.5 million in street repairs and $2 million for the construction of a new municipal building, improvements to a city swimming pool, the construction of an animal shelter, the purchase of a fire truck and the purchase of several pieces of equipment for the public works department.
The certificates of obligation have not yet received final approval from the council.
In other business, the council appointed Mayor Rodrigo Ramon Jr. to a Texas Department of Transportation I-69 Segment 5 Committee. The committee, which includes representatives from Duval, Jim Wells, Live Oak, McMullen, Nueces, San Patricio, Webb and Zapata Counties, will provide input to TxDot on the proposed I-69 corridor.
Council member Anissa Zilka was appointed as an alternate to the committee.
The council also approved a resolution supporting an application to the United States Department of Commerce to establish a Foreign Trade Zone at the site of the proposed Robstown Trade Processing and Inland Center.
If established, the Foreign Trade Zone would allow firms to store their merchandise at the site without time restrictions, receive exemptions from state and inventory taxes and minimize costs while waiting to ship products, according to the resolution.
The council also approved a renewal of the city's dental insurance for employees, altering the renewal date from April 1, 2009 to September 1, 2009.
